Let's start this by getting rid of a common myth: Rome is not a superpower. Romans cannot go around throwing their weight around and expect to get their way. Rome is only five years away from winning its first international war (against Pyrrhus). For history geeks, Rome is regarded similar to that of the USA after the Spanish-American War. That is to say, other powers regard Rome as being capable, but none of them regard Rome as supreme.
Realistically, Rome is not supreme. Certainly Italia is well under control, but Rome's navy is basic at best, and the more well-developed powers (such as the Greeks and the Punics) do not regard a naval invasion from Rome as realistic. The players will be expected to keep this in mind. Rome's international ventures will be treated realistically and the Eternal City can be conquered (in this time Roma is certainly not regarded as eternal!).
Please keep this in mind during foreign negotiations. There are few powers Rome can reliably consider friendly, even within her own borders, and leaders will be expected to conduct good diplomacy, both internally and externally.
